Human Resources Executive Set to Join Gold Coast Health Plan
HR Professional with Solid Health Care Credentials Selected to Lead Department

CAMARILLO, Calif., May 15, 2017 – Gold Coast Health Plan’s (GCHP) chief executive officer, Dale Villani, announced the hiring of Jean Halsell as the Plan’s new Executive Director of Human Resources. She is scheduled to begin May 15.

Halsell worked for 13 years supporting multiple lines of business – including Medicare – at WellPoint Inc. (now Anthem, Inc.), the largest managed care for-profit company in the Blue Cross and Blue Shield Association. At WellPoint, she developed strategies to resolve financial and operational issues due to changing leadership and government regulations, as well as creating programs that addressed cultural issues affecting organizational effectiveness. Halsell retired from the California Air National Guard after 26 years of service and becoming the first woman to achieve the rank of Chief Master Sergeant (E9) in the 75-year history of the 146th Airlift Wing, at Point Mugu.

“Jean’s experience in developing healthy work cultures that drive employee engagement and retention will be a real plus to the Plan,” Villani said. “Having worked for so many years in the managed care arena – well that’s invaluable.”

Halsell earned a Bachelor of Science in Business Management from the University of LaVerne and a Masters in Dispute Resolution from the Straus Institute at Pepperdine University’s School of Law.

“I am so excited to join the Gold Coast Health Plan team and hope to make an impact in this community,” Halsell said. “I have lived in Camarillo for more than 30 years and have witnessed first-hand the wonderful things this plan has done.”

Halsell fills the position previously held by Danita Fulton, who resigned in March. Acting human resource director Ted Bagley will remain at the Plan until Halsell’s transition into the role is complete.
